SCOPE适用围
This Regulation covers new pneumatic tyres designed primarily, but not only, for vehicles in categories M 2 , M 3 , N and O 3 and O 4 . / However, it does not apply to tyre types identified by speed category symbols corresponding to speeds below 80 km/h.本条例适用于主要为 M 2,M 3, N 和 O 3 以及 O 4 车型设计，而不仅限于这些车型使用的新充气轮胎。但是，它不适用于由

" Snow tyre " mea ns a tyre whose tread patter n, tread compo und or structure are primarily desig ned
to achieve in snow conditions a performance better than that of a normal tyre with regard to its ability to initiate or maintain vehicle motion.

" Special use tyre " means a tyre inten ded for mixed use both on- and off-road or for other special

" Structure " of a pn eumatic tyre mea ns the tech ni cal characteristics of the tyre's carcass. A disti nctio n

" Diag on al " or " bias-ply " describes a pn eumatic-tyre structure in which the ply cords exte nd to the

" Sidewall " means the part of a pn eumatic tyre betwee n the tread and the area desig ned to be covered

" Lower sidewall " means the area in cluded betwee n the line of maximum secti on width of the tyre
and the area designed to be covered ly the rim flange;

" Over-all width " means the linear distanee between the outsides of the sidewalls of an inflated

" Section height (H) " means a distance equal to half the difference between the outer diameter of
the tyre and the nominal rim diameter;

" Nominal aspect ratio (Ra) " means one hundred times the number obtained by dividing the number

" Nominal rim diameter （d） " means the diameter of the rim on which a tyre is designed to be

sin gle or in sin gle and dual operati on at the speed corresp onding to the associated speed category and when operated in conformity with the requirements governing utilization specifi ed by the manu facturer. A type of pn eumatic tyre can have either one or two sets of load capacity in dices depe nding on whether or not the provisi ons of paragraph 6.2.5. are applied. The list of these in dices and their corresponding loads is given in ann ex 4;

The table, in annex 8, show ing as a fun cti on of the load-capacity in dices and nomin al-speed-category symbols the load variati ons which a pn eumatic tyre can withsta nd whe n used at speeds differe nt from that conforming to its nominal-speed-category symbol. 2.31.1 Class C2 tyres:Tyres identified by a load capacity index in single formation lower or equal to 121 and a speed category symbol higer or equal to“N”,
2.31.2 Class C3 tyres ide ntified by（C3 类轮胎标识：）

a load capacity index in single formation higher or equal to 122; o单组高于或等于 122 的负载能 力的指标；或 ）
（b）
a load capacity index in single formation lower or equai to 121 and a speed category symbol lower or equal to ” M负载能力指数低于或等于121单的形成和速度级别符号低于或等于 “ M）.
MARKINGS 标志
Pneumatic tyres submitted for approval shall display on both sidewalls in the case of symmetrical tyres and at least on the outer sidewall in the case of asymmetrical tyres: 提交批准的充气轮胎如果是对 称轮胎，必须在两侧胎侧上都显示以下容，如果是不对称轮胎，至少应在外部胎侧上显示以下

The manu facturer's n ame or trade mark 制造商名称或商标；

On diagonal （bias-ply） tyres: no indication, or the letter "D"; 在斜交胎上：没有标识，或标有字 母 "D"；
On radial-ply tyres: the letter "R" placed in front of the rim-diameter marking and, optionally, the word "RADIAL"; 在子午线轮上：字母 "R" 或字样 "RADIAL" 位于轮辋直径标志前面；
The speed-category symbol （or symbols）速度级别符号（或符号）；
An indication of the tyre's nominal speed category in the form of the symbol prescribed in

The date of manufacture in the form of a group of four digits, the first two showing the week and the
last two the year of manufacture. However, this marking, which it is permissible to restrict to one sidewall, shall not be mandatory, on any tyre submit ted submitted for approval, until two years after the date of entry into force of this Regulation; 生产日期为一组四位数字，前两位表示生产 周号，后两位表示生产年号。但是，在本条例生效后的两年之，可以限制一侧胎侧使用的这 个标志，并非在提交批准的任何轮胎上都作强制要求； 5 /
In the case of tyres which can be regrooved, the symbol " " at least 20 mm in diameter, or the word

An indication, by the "PSI" index, of the inflation pressure to be adopted for the load/speed en dura nee tests, as expla ined in annex 7, appe ndix 2. However, this in dicati on, which it is permissible to restrict to one sidewall, shall not be man datory, on any tyre submitted for approval, until two years after the date of entry into force of this Regulation. The suffix "CP" after the rim diameter marking referred to in paragraph 2.17.1.3.,and, if applicable,
after the tyre to rim fitment configuration referred to in paragraph 2.17.1.4. This marking is mandatory in the case of tyres fitted on 5 drop centre rims, having a load capacity index in single lower or equal to 121 and specifically designed for the equipment of motor caravans. 2.17.1.3.节 中提到的轮辋直径标志后的

The in scripti on "FRT" （Free Rolli ng Tyre） in case of tyres desig ned for the equipme nt of trailer axles and axles of motor vehicles other than front steering and drive axles.""FRT"（自由滚动轮 胎）字样出现在为拖车轴和机动车辆轴设计的轮胎上，而不会出现在前方导向轴和驱动轴上。
Tyres shall exhibit a free space sufficiently large to accommodate an approval mark as shown in

Annex 3 to this Regulation gives an example of an arrangement of the tyre markings本条例附录 3 提供了轮胎标志的分布实例。
The markings referred to in paragraph 3.1. and the approval mark prescribed in paragraph 5.4. of this
Regulatio n shall be moulded on to or into the tyres. They shall be clearly legible and shall, except for the marking referred to in paragraph 3.1.1. abo ve, be located on at least one lower sidewall. 3.1 节 中提到的标志和本条例

force of Suppleme nt 14 to the Regulati on.

The application for approval of a type of pneumatic tyre shall be submitted by the holder of the manufacturer's name or trade mark or by his duly accredited representative. It shall specify: 一类充 气轮胎的批准申请必须由制造商名称或商标持有者，或其官方认定的正式代表提交。它必须详 细说明：
The tyre-size designation as defined in paragraph 2.17. of this Regulation; 已在本条例 2.17. 节中 予以定义轮胎规格；

The category of use (normal or special or snow);使用类别(普通、特殊或雪地 )；
Structure: diagonal (bias ply) or radial; 结构：斜交或子午线；
The speed category;速度级别；
The load-capacity indices; 负荷指数；
Whether the tyre is intended to be used with or without an inner tube; 轮胎的设计是使用胎还是不 使用胎；
The overall dime nsions: overall secti on width and outer diameter;总尺寸： 总断面宽和外直径；
The factor "x" referred to in paragraph 2.20. above; 2.20.节中提到的系数 "x"；
The rims on which the tyre can be mou nted 可以安装轮胎的轮辋；
The measuring rim and test rim; 测量轮辋和测试轮辋；
The measuri ng pressure and test pressure in dei测量气压和测试气压指数；

The application for approval shall be accompanied (all in triplicate) by a sketch, or a representative photograph, which identify the tyre tread pattern and a sketch of the envelope of the inflated tyre mounted on the measuring rim showing the relevant di mensions (see paragraphs 6.1.1. and 6.1.2.) of the type submitted for approval
